Knowledge Management in Public Services




Following the philosophy of Knowledge Management the existent knowledge in organizations, as lever for its growth and as competitive advantage in public area it should be faced in a different way. The used tools should attend the elimination of inefficiency, of complacency, of public employee's depreciation and administrative discontinuity. It is necessary to search transparency of public power, the improvement of competitiveness and the modernization of administrative machine, with the use of existent talents in this section.

It has been already moving forward in this road, although a lot of times on time and with difficulties; already the departure was given to develop the essential competencies, necessary to change, for best, the direction of public organizations. An example of that was GONGEP - National Congress of Administration of Knowledge in Public Sphere, promoted in May of 2001, by SBGC - Brazilian Society of Knowledge Administration. This entity was created there is less than two years, with purpose of contributing for research and development of GC in Brazil, propitiating it to all Brazilian larger access opportunity to the knowledge, as form of democratization of Brazilian society.

Maybe it is in public job, the place where organizational culture more harms the human being's development and where still a hierarchical administration model exists, centralized and of certain form authoritarian, incompatible with the Knowledge Society. Its structure and its stability need to be reviewed, its way of update administration and its vision of people valued. The formation of feuds still persists and it should be substituted by cooperative work, for the formation of teams, for people's development as dynamic and capable beings of contributing for a society better, if motivated. Due to the difficulties for to implement projects in this area, it is indispensable a study of all the factors that can turn it viable and feasible, taking considering the peculiarities detected in each case.
